Guidelines on PHILARM National and Regional Awards and Recognition (Still subject for revisions by ARC 2026)
Rationale
With the full regionalization of PHILARM, the revised Awards & Recognition policy aims to acknowledge the important and strategic contributions of individual and institutional members, as well as Regional Chapters. The updates emphasize the association’s core mission: recognizing research managers and extension workers and promoting inclusive participation in RDE activities across the regions.
These revisions also aim to motivate and support Regional Chapters in creating an environment that fosters development, capacity-building, and excellence, while providing opportunities to contribute meaningfully to national development.
National Awards
Most Outstanding Research Manager Award (MORMA)
The Most Outstanding Research Manager Award (MORMA) is dedicated to acknowledging and honoring the pivotal efforts of exceptional individuals who have made significant strides as Research Managers or Administrators/Leaders (including Agency Heads and Top Managers) in fostering the growth of R&D institutions, crafting effective research and development policies, and implementing initiatives that substantially advance R&D endeavors.
Most Outstanding Program/Project Leader Award (MOPLA)
It is imperative and proper to acknowledge people for their significant achievements. For this reason, the PHILARM provides the avenue to document pioneering efforts of men and women in enhancing the role of research management in the country today. It is PHILARM’s utmost concern to promote research managers for their unselfish dedication to uplift their roles in research and development in their respective fields of endeavor.
This esteemed award commemorates the exceptional accomplishments of individual members who have demonstrated exemplary leadership as Program/Project Leaders, showcasing excellence in research and extension endeavors. This recognition underscores their outstanding leadership and profound contributions to advancing research and extension activities within their fields.
Social Responsibility Award (SRA) for Impact
The Social Responsibility Award (SRA) shall be given to an RDE institution which is a member of PHILARM and can adequately demonstrate through its collective efforts by directly conducting or managing RDE programs/projects and other related activities within the institution, or in collaboration with other NGOs, NGAs and the like. The institution should be concerned in pursuing research that provides socio- economic benefits to the marginalized group vis a vis protecting and preserving the environment and addressing the relevant Sustainable Development Goals (SDGs).
This award is given to Institutional Member with the most significant RDE outcomes and impacts to communities and industries.
RDE Management Innovation Award (RDEMIA) for Process
This award is given to a PHILARM Member with the most significant RDE management innovations. Members from the Regional Chapters, have the opportunity for nomination for this award.
Best Regional Chapter Award (BRCA)
The initiative of PHILARM to create its Regional Chapters in 2008 is a mechanism to strengthen the research and development management advocacies of the Association. The Regional Chapters became the reinforcement arm of the Association in strengthening and enhancing the role of research managers in their respective region. More linkages were fostered through the conduct of RDE management training, seminars and membership recruitments at the grass root levels. It is proper to acknowledge and recognize the significant achievements of the Regional Chapters. For this reason, the PHILARM gave birth to the Outstanding Regional Chapter Award (ORCA) in 2019. ORCA is a special award given to the Regional Chapter/s of PHILARM for their significant achievements and selfless dedication in promoting the Association’s advocacies in the regions every convention. For 2024, the name of the award was changed to Best Regional Chapter Award (BRCA) as approved during the 2023 GA Meeting.
This award is given to the Regional Chapter with the greatest number of attendees in the PHILARM National Convention/Conference and General Assembly.
Special Presidential Award
These are customized and non-regular awards given to the national and regional officers and board members, individual and institutional members, regional chapters, colleagues, and personnel who demonstrated exemplary achievement and accomplishment for their unwavering commitment, unparalleled dedication, and outstanding services to the Association.
Regional Awards
The PHILARM Regional Awards recognize the achievements and contributions of Regional Chapters and their members in promoting research, development, and extension (RDE) management across the country. The awards highlight the role of Regional Chapters in strengthening professional development, fostering collaboration, and encouraging active participation in RDE activities.
Awards and competitions may be given during regional assemblies, conventions, events, or other chapter activities, celebrating local achievements and inspiring excellence. Regional Award winners are automatically eligible to compete for the corresponding National Awards, following the policies ad guidelines of both Regional and National Award and Recognition processes.
Through these awards, PHILARM encourages innovation, leadership, and impact at the regional level while providing a pathway for national recognition and contributions to the country’s research and development goals.
